What it signals
'Voluntary' departure from a besieged, flattened enclave is forcible transfer wearing a suit — a crime under Article 49 of the Fourth Geneva Convention and the Rome Statute. The word 'voluntary' is doing the laundering.
How to answer
Name the legal term (forcible transfer of a protected population) and ask the one question that pops the euphemism: voluntary compared to what remaining option?
