The handbook's own frame: the aim of point-scoring is to win the audience, not the argument. Label the critic (name calling), wrap the state in luminous abstractions (democracy, innovation — glittering generality), borrow authority (testimonial), invoke threat (fear).
How to recognize it
You're being characterized more than answered; the state is being described in values-words while your question was about conduct.
How to answer it
The handbook is public — that's your asset. Recognize the device, decline the bait, and stay on conduct: 'I'm asking about a documented event, not auditioning for a label.' One calm sentence, then the receipt again.
