Take the allegations seriously and cite what investigation found: the UN's independent Colonna review examined the claims, found Israel had provided no evidence for its assertion of mass staff militancy, and recommended neutrality reforms UNRWA adopted; the individual accusations that were substantiated led to dismissals. What 'dismantle UNRWA' actually means in practice: no other body runs the schools, clinics, and food distribution for millions of registered refugees across Gaza, the West Bank, Jordan, Lebanon, and Syria — dismantling the agency dismantles the services, not the refugees' status, which comes from UN resolutions, not from UNRWA. That's why even Israel's security establishment repeatedly warned against defunding it mid-crisis. The refugee status is 'hereditary' the way statelessness is hereditary: because the underlying dispossession was never resolved. Resolve that, and UNRWA sunsets itself.
