The response
Flip the frame: the question assumes Palestinians are a surplus population to be warehoused rather than a people with a home. Nobody asks why Ukrainians don't just 'get taken' by other Slavic countries — displacement from your home is understood as the injustice, not the logistics of absorbing you. Also, the premise is false as fact: Jordan alone hosts over 2 million registered Palestine refugees, Lebanon and Syria hundreds of thousands more — the Arab world absorbed the bulk of every expulsion since 1948. The reason states resist permanent resettlement is the same reason refugees do: it would ratify the expulsion and extinguish the right of return recognized in UNGA Resolution 194. And when the question is asked about Gaza today, it has a legal name — forcible transfer of a protected population is a crime under the Rome Statute. 'Voluntary emigration' from a destroyed enclave is the dogwhistle version (see glossary).
