Measure a democracy by everyone it rules, not everyone it lets vote. Israel has governed roughly five million West Bank and Gaza Palestinians for almost six decades — their borders, movement, water, and airspace — and they cannot vote for the power that controls those things. On the same land, two legal systems: civilian courts for settlers, military courts for their Palestinian neighbors, with a conviction rate above 99% by Israel's own figures. That arrangement is what B'Tselem, Human Rights Watch, and Amnesty each independently concluded meets the legal definition of apartheid, and what the ICJ in 2024 found breaches the treaty article prohibiting racial segregation. If the reply is 'the occupation is temporary' — it is older than almost everyone living under it.
